The European Commission is intending to dreate an European obervatory of innovative practices in vocational education and training in order to improve the capitalization and the transfer of innovations at the level of the European Union. In the course of these efforts the Institute für Höhere Studien had the task to examine the state of the art of analyses of qualification and training needs in Austria. In more concrete terms the content of the project consisted of:

• two descriptions of innovations concerning the analyses of qualification and training need:
• -a description of the feasibility of the Obervatory in Austria:
• -finding potential users of the Observatory in Austria
