Das HERAS+ Projekt dient der Stärkung der Forschungskapazitäten kosovarischer NachwuchsforscherInnen. Thematisch geht es um Fragen der Unabhängigkeit und Verantwortlichkeit internationaler RichterInnen in einem Post-Konflikt Land wie dem Kosovo und welche Maßstäbe an Gerichte mit internationaler Zusammensetzung gelegt werden können.

Das Projekt „University Education for Intercultural Understanding and Peacebuilding”, welches das Europäische Trainings- und Forschungszentrum für Menschenrechte und Demokratie der Universität Graz gemeinsam mit der Universität Prishtina umsetzt, möchte Bewusstsein schaffen für die Notwendigkeit, interkulturelles Verständnis, Menschenrechte und Friedenskonsolidierung in die Mission und Strategie der Universitäten im Kosovo zu integrieren. Dazu wird im Projekt ein interdisziplinärer Universitätslehrgang für interkulturelles Verständnis, Menschenrechte und Friedensförderung im spezifischen Kontext des Kosovo entwickelt. Zusätzlich wird eine Konferenz zum Thema organisiert und eine öffentlich zugänglichen Sammlung von Menschenrechtsliteratur an der Universität Prishtina eingerichtet.

The project “Building a post-war justice system in Kosovo: The independence, impartiality, fairness and accountability of the internationalized judiciary” in the framework of HERAS+ aims at fostering international scientific cooperation and academic networks between the project partners in the field of post-war justice. The consortium members, consisting of researchers of the University of Haxhi Zeka and researchers of the European Training and Research Center for Human Rights and Democracy of the University of Graz (UNI-ETC), jointly collaborate and work on a research endeavour related to the rule of law and its role and reproduction in a post-conflict justice system. One of the main project objectives is to adopt, generate, exploite and disseminate scientific methods and research results between the two universities in the field of rule of law principles in internationalised justice systems. At the end of the project an article will be submitted for publication in an international peer-reviewed journal or edited volume. 

Moreover, the project seeks to actively engage young researchers from Kosovo by providing them the opportunity to contribute in research activities and participate in dedicated research workshops and to network with researchers, practioners and academics in the field of the rule of law. To ensure a long-lasting and sustainable exchange of knowledge on questions related to rule of law principles in post-conflict societies a Regional Scientific Network for researchers on post-war justice systems coordinated by the University of Haxhi Zeka will be implemented. The research conducted during the lifespan of this project is hoped to be continued afterwards and expanded to other post-conflict countries having similar internationalised justice systems in place.
